NetWatch Glue v1.04b (NET Software)

Glue is an offensive program that slows a target decker's NET actions
-- it does not need to get through their shields first.

While you are connected to a NET host:

    run NetWatch Glue <runner>

A successful hit bogs the target's own deck processing down for a
while. Every eligible action they attempt during that time -- moving,
running software, connecting, disconnecting, jacking out, uploading,
downloading -- takes noticeably longer to actually happen. Hitting an
already-slowed target again refreshes how long the slowdown lasts,
rather than making it worse.

The slowdown affects the target's DECK, not their session -- it keeps
running even if they jack out, and picks back up right where it left
off if they reconnect before it wears off.
