Ask who runs Neo Orleans and you will get a different answer depending on which street you are standing on, whose contract you signed, which clinic will take you, and who is holding the bill.
City Hall still issues permits. NOPD still wears a badge. Pumps keep the water out, hospitals keep people alive, banks keep accounts open, and corporate arcologies burn against the English Turn skyline. Power is less tidy. It moves through contracts, medicine, weapons, records, infrastructure, favors, debt, fear, and the people who know which doors still open after midnight.
The names above the city.
Four corporate powers dominate Neo Orleans from English Turn. A fifth built much of its fortune somewhere the city skyline cannot reach.
Dominion Strategic Industries
Weapons, military vehicles, private security, security technology, defense contracts, and heavy manufacturing. When somebody in Neo Orleans needs organized violence delivered at institutional scale, DSI is rarely far from the paperwork.
Dominion Strategic Industries' primary Neo Orleans headquarters is the DSI Arcology inside English Turn. The arcology is one of the enclave's defining corporate structures and maintains secured aviation access for corporate operations.
Outside English Turn, DSI is encountered less as one building than as an industrial ecosystem: defense contracts, weapons and security procurement, heavy manufacturing, secured cargo, contractors, private-security work, and industrial supply chains. Ares Security & Recovery Solutions often works in the same commercial space but remains independently owned.
If a problem can be solved with armor, guns, soldiers, vehicles, or machinery measured in tons, somebody eventually asks what DSI charges.
A DSI logo can mean employer, customer, supplier, landlord, security contractor, or the reason the security contractor is there in the first place.

Helix Dynamics
Hospitals, pharmaceuticals, biotech, cybernetics, genetics, gene therapy, regenerative medicine, and the business of deciding what kind of survival a person can afford. Genodyne BioTech handles major research work; Vitalis United handles coverage.
Helix Dynamics maintains its primary Neo Orleans headquarters inside English Turn. Its public footprint extends well beyond the arcology through medical services, biotechnology, pharmaceuticals, cybernetics, genetics, regenerative medicine, and corporate health systems.
Two especially visible Helix-controlled organizations are Genodyne BioTech, its genetics and research subsidiary, and Vitalis United, its health-coverage and authorization arm. Those subsidiaries give Helix an ordinary-city presence even when the Helix name itself is not on the front door.
People say Helix can replace almost anything except the bill.
In Neo Orleans, surviving the injury and being authorized to pay for the treatment are two separate problems.

Panoptic Media Group
Networks, computing, communications, surveillance, software, cybertechnology, data, and the information environment surrounding ordinary life. PMG does not need to own every conversation to matter; it only needs to own enough of what carries, records, indexes, or sells that conversation.
Panoptic Media Group operates from its primary Neo Orleans arcology inside English Turn. Its business reaches into media, communications, networks, computing, surveillance, software, data services, and the systems through which information moves.
PMG's presence is not always a storefront or uniform. Residents encounter the company through communications infrastructure, records, cameras, media feeds, software, network services, and other information systems whose corporate ownership may be less visible than the service itself.
Panoptic does not have to follow you down the street if the street is already looking back.
The safe assumption is that anything transmitted, recorded, indexed, or uploaded can eventually become somebody else's data.

Finance, securities, leasing, procurement, property, and the machinery that turns ordinary life into accounts payable. Monarch Capital Bank is the public counter most residents know; MCS is the larger machine behind it.
Monarch Capital Securities is headquartered in its English Turn arcology and operates through finance, securities, capital, leasing, procurement, property, and institutional investment.
For ordinary residents, the most recognizable part of the Monarch system is Monarch Capital Bank. The bank maintains a public-facing city presence as well as an English Turn Private Branch associated with the MCS Arcology.
Monarch does not need to send armed people to ruin your week. A denied transfer, called loan, terminated lease, or frozen account can do the work quietly.
People notice soldiers. They notice bankers later.

Ascendant Orbital Group
Neo Orleans looks inward most days. Ascendant Orbital Group built its fortune looking up. Freight, passengers, orbital industry, lunar extraction, Mars logistics—if money or material has to cross the distance between Earth and the permanent off-world economy, AOG is one of the names that keeps appearing on the paperwork.
Ascendant Orbital Group is not one of the four corporations governing the corporate balance inside Neo Orleans. Its wealth comes from a much larger map: orbital infrastructure, shipyards, lunar extraction, off-world logistics, and commercial transport.
AOG's reach is visible through cargo, transport contracts, recruitment, investment, industrial operations, and the supply chain connecting Earth to permanent human activity beyond it.
Most people in Neo Orleans will die without ever leaving Earth. Plenty of them still know the AOG logo from freight containers and recruitment feeds.
If the job description includes a pressure seal, radiation exposure, and a launch window, somebody is probably paying Ascendant.
Major off-world corporate power. Not part of the English Turn four.
The city between the towers.
Independent firms, subsidiaries, banks, utilities, research houses, and contractors do the work that turns corporate influence into ordinary daily life.
Ares Security & Recovery Solutions
Private security, recovery, contractor staging, secure storage, vehicles, and the machinery required to bring people or property back under control. Ares works close to the defense economy without being owned by DSI.
Ares Security & Recovery Solutions operates from the Ares Neo Orleans Operations Compound in Marigny. The compound supports dispatch, equipment, vehicles, recovery and impound work, secure storage, and contractor or security staging.
Ares personnel and vehicles are seen wherever private clients need property secured, people protected, damaged assets recovered, or controlled retrieval performed. Ares works closely within the city's defense economy but is not a DSI subsidiary and does not control English Turn policing.
Ares is who you call when ordinary security has already stopped being enough.
They are usually arriving because somebody has decided that a person, vehicle, shipment, or building is valuable enough to bring back.

The ambulance that comes into the gunfire—if your subscription says it should. Aegis provides private tactical medical response, armed extraction, trauma stabilization, recovery, and related continuity services for paying clients.
Aegis Lifeline Solutions operates the Aegis Revival & Response Center in Gentilly and sells subscription-based tactical medical response, armed extraction, stabilization, recovery, and related continuity services.
Its most visible presence is mobile rather than territorial: response teams, medical crews, extraction personnel, and the vehicles required to reach a covered client under dangerous conditions. Aegis is private emergency medicine; it is not the municipal EMS service.
The sales pitch is simple: if the street turns into a firefight, Aegis will come through it for the person whose coverage says they should.
Nobody asks whether the ambulance is brave. They ask whether your subscription is current.

Incident response, cybersecurity consulting, financial tracing, and reconstruction of digital evidence other security desks would rather not touch themselves. Cipher & Vane sells independence as a service.
Cipher & Vane Security is a legal cybersecurity and digital-forensics firm. Its public business includes incident response, forensic reconstruction, financial tracing, evidence work, and security consulting for institutional clients.
Unlike an industrial corporation, Cipher & Vane does not need a huge physical footprint to be visible. Its presence is usually encountered through consultants, forensic teams, retained investigators, court-facing technical work, and corporate incident-response contracts. No large dedicated public compound is being claimed here.
Cipher & Vane sells neutrality as a professional service.
The usual joke is that everybody believes in their independence right up until somebody asks who paid the retainer.
Officially neutral. The city has its own opinions about what that word costs.
Delacroix Municipal Utilities
Electric distribution, municipal water, wastewater, pumping, flood control, maintenance, street systems, and contracted public works. You can go weeks without seeing a DMU office and still spend every hour depending on something DMU keeps running.
Delacroix Municipal Utilities is visible across Neo Orleans through the infrastructure residents depend on every day: power distribution, water, wastewater systems, pumps, flood-control equipment, utility maintenance, street systems, and contracted public works.
Most DMU presence is infrastructure rather than office space: transformer enclosures, pump housings, utility cabinets, storm gates, water-level sensors, service hatches, raised conduits, maintenance vehicles, and the major northern flood-control complex. DMU is a corporation contracted by the municipality, not the municipal government itself.
Nobody thanks the utility company when the pump works.
Everybody learns its name when the pump stops.

Genodyne BioTech
Genodyne is where Helix Dynamics puts a laboratory coat on tomorrow. Genetics, regenerative medicine, biological research, and the long expensive argument over how much of the human body can be repaired, altered, or rewritten.
Genodyne BioTech is owned by Helix Dynamics but operates under its own name and research identity. Its secured Neo Orleans research presence sits in the UNO / Gentilly institutional cluster.
The company appears in academic partnerships, medical research, patents, clinical-development reporting, recruitment, and the biotechnology pipeline feeding the larger Helix medical system.
Helix sells the treatment. Genodyne is where somebody figures out what the next treatment is going to cost.

Delacroix Municipal Utilities is a major customer, putting Ferrochem deep in the supply chain behind systems residents usually notice only when they stop working.

Vulcan Chemical Concern
Vulcan's clean catalogue says industrial solvents, agricultural compounds, hazardous-material services, and site remediation. Its contract history has enough military and security work in it to keep investigative reporters reading the footnotes.
Vulcan is independent but closely aligned with Dominion Strategic Industries. The relationship is close enough for shared interests and distant enough for separate letterhead.
Its public face remains industrial and chemical: plants, protective equipment, hazard markings, transport rules, and technical language designed to make chemistry sound less alarming than chemistry usually is.
DSI builds the thing with a trigger. Vulcan prefers a purchase order with six pages of handling warnings.
When a company keeps saying site remediation, people eventually start asking what happened to the site.

Twilight Integrated Systems
Twilight Integrated Systems does not sell mystique. It sells decks. The Pioneer line made TIS one of the city's recognizable names in general-purpose cyberdeck hardware, with Data Disk equipment filling out the same practical electronics catalogue.
TIS maintains legitimate service, retail, and distribution activity around the Mid-City / Canal corridor.
Its equipment moves through ordinary legal channels: showrooms, distributors, technicians, repair benches, and the hands of customers whose reasons for owning a cyberdeck are their own.
Nobody buys a Pioneer because they want strangers to ask about it. They buy one because they need the thing to boot.
Every repair bench in the city seems to have at least one TIS screw somebody swears belongs to a different model.

Its consumer-facing business includes physical prepaid and burner-style phones alongside wireless and signal equipment.

The Volkov Bratva has no legitimate headquarters advertised on CityNET. Its public footprint is reconstructed indirectly from arrests, seizures, investigations, street reporting, and people known to move military surplus, arms, decommissioned hardware, and mercenary labor.
Its business tends to surface around the logistics of moving things that are difficult to explain on a clean manifest: surplus ordnance, military equipment, trained personnel between contracts, and hardware whose legal chain of custody has become conveniently unclear.
If a military crate is too new for a museum and too old for clean paperwork, somebody eventually mentions the Volkovs.

Red Blades
Chrome is identity, initiation, and reputation. Full initiates carry edged cyberware as a rite of passage, and the scars a member survives can matter almost as much as the chrome that made them.
The Red Blades are identified more easily by members than by real estate. Their public reputation centers on visible chrome, augmentation culture, edged cyberware, initiation, and the scars carried by full members.
No single neighborhood is being presented as automatically theirs. Their presence should be understood through particular members, hangouts, relationships, businesses, routes, or future physical faction sites when those are established.
The chrome is not decoration.
Neither are the scars.
GlitchSaints
Part hacker crew, part street gang. The GlitchSaints strip and resell corporate hardware, circulate bootleg firmware, and built a reputation around making expensive technology fail at the worst possible moment.
GlitchSaints activity is associated with stripped corporate hardware, resale channels, bootleg firmware, deck sabotage, electronics work, and a culture that sits somewhere between hacker crew and street gang.
Street lore commonly connects them with the wired spaces of the CBD / Warehouse Undercity. That is an association with people, routes, infrastructure, and activity—not a claim that every tunnel or basement belongs to them.
The expensive part was buying the hardware.
The embarrassing part is learning that a kid with stolen tools understands it better than the company that sold it to you.
Ninth Street Gators
Named for the drainage canal that floods first and drains last. The Gators built their reputation around whatever is still standing when the water goes down: salvage, generator fuel, and protection at block scale.
The Ninth Street Gators are strongly associated with the flood-exposed Lower Ninth Ward / Holy Cross through salvage, generator fuel, neighborhood protection, and people accustomed to working where water can change the practical map overnight.
That association does not make Lower Ninth / Holy Cross a single gang territory. Gator influence is attached to particular people, blocks, salvage claims, local relationships, and places where they can actually maintain a presence.
When the water goes down, somebody has to decide what is salvage and what still belongs to somebody.
The Gators prefer to be the people already standing there when that argument starts.

Neo Orleans law enforcement is not one uniform institution from river to enclave.
NOPD Enforcer Precinct
Municipal policing across ordinary Neo Orleans outside the English Turn Corp Sector. For most residents, NOPD Enforcers are the badge they encounter on city streets.
NOPD Enforcer Precinct is Neo Orleans' municipal police service. NOPD Central Precinct anchors the force physically, while Enforcers handle ordinary municipal law enforcement throughout the city outside the English Turn Corp Sector.
NOPD patrols, investigations, arrests, reports, warrants, and ordinary street policing remain civic functions of the municipal government. The force does not exercise policing authority inside English Turn where NCSC jurisdiction applies.
NOPD is the badge most of Neo Orleans actually sees.
Residents also know the department is stretched thin and works in a city where money, equipment, political pressure, and jurisdiction rarely pull in the same direction.
NOPD jurisdiction resumes outside the English Turn boundary.
Neon Corporate Security Commission
Jointly chartered by DSI, Helix, PMG, and MCS. Inside English Turn, its uniformed Security Protectorate is the law. Its policing authority ends with the enclave.
The Neon Corporate Security Commission is jointly chartered by DSI, Helix Dynamics, Panoptic Media Group, and Monarch Capital Securities. Its jurisdiction is the English Turn Corp Sector.
The NCSC Security Directorate is its principal institutional anchor, while the uniformed Security Protectorate provides enforcement inside the enclave. Its policing authority stops at the English Turn boundary; ordinary municipal jurisdiction resumes outside.
Four corporations that agree on almost nothing agree that nobody else gets to police their compound.
Inside English Turn, the badge answers to the enclave. Cross the boundary and the badge changes.
Cross the boundary back into the ordinary city and NOPD jurisdiction resumes.
No office. No switchboard. Still real.
Some names enter the public record through seizures, forensic reports, restricted hardware, chemical incidents, and the testimony of people who survived meeting the product.
Dead Channel
No storefront. No ticker. No founder doing interviews. Dead Channel is a name that keeps surfacing beside restricted cyberdeck hardware and Black ICE Containment Modules that were never supposed to have a retail path.
There is no registered Dead Channel office in the ordinary corporate record. The name appears instead in seizures, forensic reports, confiscated hardware, and investigations.
Enough unrelated records use the same name that coincidence has become a lazy explanation.
If somebody offers you Dead Channel hardware from a glass display case, the display case is probably the first lie.
People who know where it comes from do not advertise that they know.

Null Society
Null Society exists in the record mostly as fingerprints on hardware: Daemon Construct III, IV, and V systems, restricted autonomous technology, and the recurring absence of anyone willing to claim manufacture.
No ordinary corporate office, public showroom, or legitimate service network is associated with the name.
What exists instead is a trail through seized systems, specialist reporting, forensic analysis, and hardware whose provenance becomes less convincing the closer somebody looks.
Dead Channel is the box people whisper about. Null Society is what they whisper about after the box starts making decisions.
Anybody offering a warranty is definitely not authorized.

Silent Bloom
Nobody has produced a Silent Bloom storefront, executive, or incorporation file. The name survives because the aftermath does: unmarked chemical munitions, illegal gas weapons, black-market toxins, and signatures that do not match anybody willing to answer a subpoena.
Investigators treat Silent Bloom as an underground chemical-weapons label rather than a conventional company.
Rumors of a connection to people who once worked Vulcan contracts circulate regularly. Public evidence has not turned those rumors into a clean ownership chart.
